I deperately need assistance having a wedding veil!!!?

I am creating a veil for my friend’s wedding. The beads aren’t at random scattered like lots of veils (I came up a pattern for that beading about the veil). The issue is, I am using fabric glue and also the glue keeps adhering towards the pattern underneath. Does anybody have ideas of the dissolvable paper I’m able to use or something like that will be able to put between your veil and also the pattern the glue will not stay with? I have already attempted glass but that did not help. And when I pull-up the veil as the glue continues to be wet, all of the beads move unnatural. Help!!!
