Beading Groups

Why is this the case for this situation?
I made a shoe box for children in poor countries. I wrapped the shoe box and the shoe box lid in matching paper. For my girl I put in a bead set, scarf, a wash mit and a coloring book with crayons. I them ticked the 5-9 years age group.
The first age group was 2-4 years. The second age group was 5-9 years and the last age group was 10-14 years.
I would like to know why is there not a under 2 years age group that goes 0-2 years?
Maybe they get enough support for that group already?
Or maybe they feel toys for children under 2 years old can be improvised – I mean; when I was a kid and my mum bought me presents I usually spent more time playing in the box!
